Mission
Centre for Management of
Engineering Works is meant to
under take activities to
streamline functioning of the
engineering departments
within the state, update their
technical knowledge and
equip them with management
tools to manage construction
projects more effectively. This
will help in improving quality of
construction, complete
projects without time overruns,
bring economy in
construction works as well as
introduce new planning and
construction techniques for
engineering projects within the
state.
Objectives
1. To improve proficiency of engineers of
various govt. departments/corporations/
boards in the state of Punjab.
2. To promote up-gradation and innovation in delivery mechanisms of various engineering departments /wings.
3. To promote transparency and integrity in delivery mechanism of various engineering departments / wings.
4. To help build capacity of various engineering departments / wings in respect of new initiatives.
5. To act as Knowledge and talent pool for engineers.
6. To promote research activities for making engineering processes / outputs cost effective.
7. To evolve department specific course material and conduct training.
8. To bring out ready-to-refer hand books and compendiums.
9. To provide consultancy on specific needs of different departments.

Recent Activities
Training for Engineers((January-February 2012)
AutoCAD training for Irrigation Engineers (3rd Batch) from
5-16 December
Objectives of the Training were to expose the trainees to Computer
Aided Designs in Civil Engineering. The programme also aimed at
providing inputs to the trainees for Development of their Personality
and to bring out their Artistic-urges in the shape of songs,
compositions and narrations, etc. Eighteen (18) Engineers/officers/
officials were nominated by the Department. Since AutoCAD facility is
not available in MGSIPAP the same was outsourced to M/s Datamatrix
Consultants, Sector 26, Chandigarh who provided ten working
sessions of 4 hours each. The programme was very well received and
all the 18 persons nominated for the programme attended in full
strength. Every trainer was provided an individual computer. In
addition to AutoCAD training trainees were also exposed to the
subjects of 'Need for Training and Administrative Reforms',
'Personality Development' and a 'Cultural Programme.' Shri G.
Vajralingam, IAS Secretary, Irrigation Department was the Chief
Guest for the valediction appraisal of the programme who appreciated
the contribution being made by the Institute for providing training to
the Engineers of different departments. The trainees informed the
Secretary that they were highly satisfied with the facilities provided by
the Institute and the level of training imparted. Secretary Irrigation
instructed the department to send each month one batch of trainees
to the Institute.
DoPT Training of Water Supply & Sanitation Department
Engineers (5th Batch) from 19-23 December
The course objectives were:
1.To update the knowledge of Field Engineers on the Domain subjects.
2.To expose the in-service Engineers to Total Station Surveying to which they had little exposure either during study or during service.
3.To apprise the trainees on legal aspects of Indian Contract Act, Indian Arbitration & Conciliation Act and Right to Information Act.
4.To inculcate soft skills-subjects of 'Effective Communication', 'Need for Administrative Reforms', 'Smile - A Tool', 'Managing Stress' and 'Personality Development' .
Besides the trainees were exposed to Team Building through Outbound Learning Programme and they were encouraged to bring forth their artistic talents in a cultural programme. Quite a few of them came out with poems and songs. Department had nominated 14 persons for the 5 days residential programme. Most of the participations were very interactive with the faculty, attendance was punctual and trainees evinced keen interest in learning. Participants were highly satisfied about the course contents, selection of the subjects, quality of the infrastructure and level of competence of the faculty.

Engineering Management Reform Committee(October 2011)
Contrary to the atmosphere of distrust against the Government working, a very constructive initiative on Cost Reduction of
Expenditure in Engineering Departments / Wings of Punjab Government/ Boards / Corporations has been taken by the
Centre for Management of Engineering Works at the Mahatma Gandhi State Institute of Public Administration Punjab.
On the call given by Smt. Upinderjit Kaur, Hon'ble Finance Minister, Punjab during her visit to the Institute in December, 2010, the Centre for Management of Engineering Works formulated a working paper. The working paper contained 12 proposals which aimed at reducing leakages/ malpractices, ensuring transparency and probity, bringing better efficiency and promoting cost effectiveness. Thereafter a workshop was organized at the Institute in May, 2011 which was presided over by Lt. Gen. (Retd.) B.S Dhaliwal, Advisor (Technical) to the Hon'ble Chief Minister Punjab and attended by Secretary, Public Works (B&R) and eminent engineers of the rank of Chief Engineers / Superintending Engineers (retirees as well as in service). The proposals were deliberated upon thoroughly in the workshop and it was decided to recommend adoption of four proposals immediately in the best interest of the State. The Chief Secretary, Shri S.C. Agrawal recognized the usefulness and importance of this initiative and recommended to the Chief Minister Punjab that a State Engineering Management Reforms Committee may be constituted.
The Hon'ble CM Punjab was pleased to accord sanction to the constitution of State Engineering Manag eme n t Commi t t e e ( EMRC) and accordingly a seven member committed was constituted by the Punjab Government vide notification No. 12/61/2011-GC(5)/11516, dated 29th August, 2011. The first meeting of this committee is going to be held at Mahatma Gandhi State Institute of Public Administration Punjab on November 14, 2011 as the mandate to provide secretarial & technical consultancy has been entrusted to it.
The Centre has recently approached more than 25 Engineers as Resource Persons for giving impetus to the initiative on cost reduction and has decided to hold 2nd Workshop on 24th November, 2011 for which suggestions have been called for incorporating in the working paper. The faculty is also undertaking similar exercise at its level. Towards this end the faculty has proposed three more measures. Thus the Centre for Management of Engineering Works aims to play a vital role in the affairs of the State by introducing cost reduction delivery mechanisms.
