Centre for Law, Justice & Governance
Mission
To undertake research to suggest ways and means to improve quality of justice through statutory, judicial and executive processes and building capacity of the functionaries of the s tate government to p e r c e i v e , p l a n a n d administer best methods of just governance.
Objectives
1. To study important laws to evaluate their use, abuse and other shortcomings.
2. To carry out detailed analysis of specific types of litigations.
3. To carry out evaluation of legislative initiatives in Punjab and quality of legislative drafting.
4. To suggest statutory interventions conducive to efficiency in management review system.
5. To study accountability of police and prosecution due to violence of human rights in false or negligent attitude.
6. To explore alternative redressal system for minor crimes or for certain types of crimes.
Activities carried out so far
1. Conference for sharing expert views on Law, Justice and Governance under the chairmanship of Sh. H.S.Mattewal, Advocate General, Punjab.
2. Training of Ministerial Staff attached to the judicial courts i.e. Superintendents, COCs, Readers, Ahlmads, Nazirs, Stenographers, Judgment writers etc with a view to improve their efficiency in the management.
3. Conference to discuss professional problems of young lawyers and elicit feedback on legal deficiencies of justice.
4. Interactive session to assess the training needs of Assistant Public Prosecutors (APPs) at the stage of induction.
5. Five 'Training of Trainers' ( TOT ) programmes for capacity building of ministerial staff attached to the courts from Punjab, Haryana and UT Chandigarh.
6. Training Needs Analysis (TNA) workshop to design and organize short-term training programme for Assistant Public Prosecutors.
7. Conference to discuss the problems of mounting court cases in various departments of the government and difficulties in dealing with them.
8. TNA meeting to prepare module of training for promotion of human rights literacy and awareness among various sections of the society.
9. Capacity Building Training of Nodal Officers of the Departments to manage and control litigation under the State Litigation Policy.
10.Workshop to assess training needs of Police Investigators.

Recent Activities
Human Rights Literacy and Awareness Programme (November-December 2011)
Centre for Law, Justice & Governance at Mahatma Gandhi State Institute of Public Administration, Punjab (MGSIPAP) conducted a three day "Human Rights Literacy and Awareness Programme for various sections of the society. Justice Mr. R.L.Anand, former Chairman of Punjab State, Human Rights Commission inaugurated the programme. Mr. A.S. Prashar, Joint Registrar, National Human Rights Commision was also present.

The programme sponsored by National Human Rights Commission was aimed to provide awareness about human rights. Different aspects of human rights such as origin and development, the recognized human rights as per "the Protection of Human Rights Act,1993", human rights and vulnerable sections of the society e.g. women, child labourers, migrant labourers, procedure for filing complaints, inquiries & action thereon, human rights & Constitution of India(fundamental rights and directive principles), international conventions on Inhuman Acts e.g. Genocide, Torture, Slavery, etc., role of NGOs and other sections of the society, human rights & criminal justice system with special reference to Police, role of Indian Judiciary in promotion and protection of human rights, Universal declaration of Human Rights,1948, international covenants on Civil & Political Rights international covenants on Economic, Social & Cultural Rights, Optional Protocols, were covered. Forty-four participants from various NGOs, students, advocates, police officials and senior citizens took keen interest in the programme. Justice Mr. Jagdish Bhalla, Chairman of Punjab State Human Rights Commission presided over the valedictory function and asked the participants about their suggestions and opinions with respect to the training imparted.

The participants were highly appreciative of the course contents and the choice of resource persons. Justice Mr. Baldev Singh, Member, Punjab State Human Rights Commission was also present. Shri B.K. Srivastava, IAS, Director General exhorted the participants to use the knowledge imparted during the training in their day to day working.
