Regional Centre Patiala
Mission
To meet the challenges of good governance , management, development and poverty alleviation in the areas falling under Patiala Division through research, training, case studies and modes of capacity building.
Objectives
1. To promote quality of development, management and governance in government organizations through various research, reforms and training activities
2. To develop institutional capacity for propoor governance and focus on issues and concerns of the poor and marginalized sections of society
3. To effectively guide implementation of projects and reforms
4. To make government departments aware about new policies and programmes
5. To create interest amongst government employees for public and social welfare works.

Activities carried out so far
1.Training in general management and behavioral skills to 4522 persons (147 programmes) from various departments in seven districts of Patiala Division under 'Training for All' Programme
2. Training in general management and behavioral skills to 190 newly promoted Principals (five programmes) in 3 districts
3. Training in soft skills and Accounts to School Heads to 240 School Headmasters (five programmes) in three districts
4. Training Programmes on District Planning for 141 district level officers of Patiala, Mohali and Fatehgarh Sahib districts
5. Training in accounts and finance to government and school staff: Provided training to 292 persons in 9 batches in Patiala district
6. Training on RTI Act: Provided training to 876 persons through 9 one-day programmes in six districts
7. Other Programmes: Organized 53 other training programmes attended by 2121 persons on subjects of topical importance
8. Documentation:
a. Publication of books and booklets - 10
b. Publication of Monthly News Letters
c. Publicity through Press for all major events organized by the Centre
9. Applied research programmes: Apart from training, administrative research, case-studies, resource persons training and other capacity building programmes, 10 applied research projects have been undertaken.
10.Identification of individual trainers/guest faculty/experts in the specific domains.
a. About 150 experts have been identified in various fields.
b. Prepared directory of NGOs and Youth Clubs.
c. A working Committee of NGOs has been set up.
Recent Activities
Training of Rules and Finance Management to Office Staff
A three-day training programme on “Office functioning, service rules and finance management” was organized for newly recruited employees of Excise and Taxation Department with an objective to enhance their performance. Programme was inaugurated by Shri S K Ahluwalia, IAS, (Retd.), Project Director, Regional Centre Patiala. Shri Banke Bihari, Deputy Secretary Personnel (Retd.) delivered a lecture on office functioning, noting, drafting, maintenance of records, conduct rules, punishment and appeal rules, etc. Shri D S Soni, Joint Controller (Finance and Accounts) gave important information about Punjab Civil Service Rules, duties, benefits, qualifications for recruitment, etc. Shri Pirtpal Singh Bawa, Deputy Director (Finance and Accounts) and detailed about finance management, provident fund, group insurance scheme, leaves and pension rules.
Settling land disputes efficiently- Need of the Hour
A workshop for police officials of Khanna District on “Settling land disputes with efficiency”. Superintendent of Police, Khanna District inaugurated the workshop. Shri S K Ahluwalia said that urbanization has led to sharp increase in land prices increasing thereby the number of land disputes. Resource Person Shri Mukesh Kumar, Tehsildar, explained in simple language the Registration Act, Mutation (intkal), Article 145 to 148 of the CrPC and Punjab Land Revenue Act,1887. He also gave information about demarcation, khasra, girdawri, fird, etc.
Centre for Urban Development and Management
Sixth meeting of the Evaluation Committee of Centre for Urban Development and Management of the Institute was held at Patiala under the presidentship of Shri N K Arora, IAS (Retd.) Advisor, The meeting was attended by evaluation committee officials working in the Centre and those nominated by Local Government. The draft of rules regarding the recruitment and services of local self government prepared by Shri B R Gupta, Joint Director, Centre for Urban Development and Management Patiala, was critically examined article wise and many amendments were suggested. A summary of activities undertaken in the past was also discussed.
