Mission

training related activities.
Objectives
1. To monitor and improve quality in the
Planning, Design, Content, Conduct,
Management and Evaluation of training
activities.
2. To undertake with excellence any externally sponsored projects on training, evaluation and ICE (Information, Communication an Education).
3. To evaluate the training activities of Regional and District Centre of the Institute

Spectrum of Activities
A. Training For All (TFA)
1. Arrange Funding for TFA by sending proposals to DoPT.
2. Improve quality of training of TFA by monitoring, evaluation of resource persons for content & delivery.
3. Develop/ improve modu les (on behavioural Skills or any other subject covered in TFA).
4. ToT for resource persons and six monthly "training review workshops" to discuss improvements needed.
5. Develop questionnaires (tailored for each programme) for 'Impact Evaluation' & develop methodology for conducting impact evaluation studies.
B. Training Quality Management
1. Develop and implement training protocol
2. Attend and oversee quality of TNA
3. Assist Course Directors in 'Design of' and arrange peer review
C. Conduct of Training
1. Render advise on suitable methodologies for conduct of training programmes
2. Evaluate and suggest objective of each session (to be made by Course Director in consultation with resource persons)
3. Ensure that objectives spelt out by Course Director are fulfilled through microindexing and time planning for each session
4. Depute observers for 'expert review' of training sessions
5. Encourage use of audio-visual aids by resource persons in training
D. Evaluation of Training
1. Scrutinize session-wise "quantitative feedback" given by Course Director and put up observations to DG.
2. Evaluate end of programme "qualitative feedback" summary submitted by Course Director.

1. Maintain database of resource persons and "quantitative feedback" of each session
2. Videograph and evaluate outstation training sessions
3. Arrange 'expert' review of sessions
4. Ensure rotation of resource persons so that a large resource base is created

Public Service Delivery: Improvement through Intensive Training on Behavioural Skills
and Attitudinal Change
Training For All (TFA) in Patiala Division
The Institute has concluded a 14 month (15 July 2010 to 31 September 2011) training programme, as part of the DoPT 'Training For All' programme (TFA), of group A, B & C government employees in the seven districts of Patiala Division. A total of 4844 employees were trained in various topics aimed at improving behaviour & attitude with the objective of 'improving public service delivery'. Six of the following topics were covered in each two day programme:-
(a) Self Awareness & Self Motivation
(b) Developing Positive Attitude
(c) Interpersonal Communication
(d) Team Building and Leadership
(e) Decision Making
(f) Conflict Resolution
(g) Problem Solving
(h) Time Management
(i) Stress Management
The selection of topics basically addressed the following themes: -
(a) Self-Awareness: Understanding the dynamics of human behavior and one's own predispositions in order to acquire a positive attitude through self-motivation.
(b) Dealing with Others: Through an understanding of the dynamics of interpersonal communication, leadership, conflict resolution and team building.
(c) Improving Personal Efficiency: Through exposure to topics such as time & stress management, decision-making & creative problem solving.
The programme was executed by Regional Centre Patiala through Course Coordinators for each district. Extensive reports and databases were generated to document the process and expenditures. The performance of the resource persons for each session was rated on a 5-point scale for monitoring & evaluation of the quality of training.
