Financial Management Cell
Mission
To help the departments, corporations, boards and other statutory organizations of state government to bring financial discipline, manage their financial resources effectively and bring transparency in their accounting system through indepth studies on financial administration, identify the areas that needs improvements, sensitization of persons concerned and their capacity building. This will lead to better financial management information system , economy in expenditure, cost reduction, prevent ion of f inancial frauds , embezzlements , misappropriations, wrong/ excess payments, thereby ensuring better management of finances of the government.
Objectives
1. To help departments, corporations, boards and other statutory organizations of state government to establish financial discipline of highest order.
2. To ensure that the accounts of a department, corporation, board, and statutory organization are complete in all respects, transparent, convincing evidence of facts and present true state of affairs.
3. To build capacity of concerned officers/officials for the checks to be exercised in order to prevent frauds, embezzlements, misappropriations and to eliminate the chances of wrong, double or excess payments from the state exchequer.
4. To bring efficiency by sensitizing and updating the knowledge of the employees and officers in respect of the provisions of various civil services, establishment, budget and financial rules.
5. To identify resource persons and develop faculty from the serving and retired officers/ officials in the field of financial management.
6. To undertake consultancy services in the field of financial management.
Activities carried out so far
1. Assists Revenue Administration Cell of the Institute in conducting the institutional training for IAS and PCS probationers in the field of Financial Rules and State Civil Services Rules.
2. Co-operates and assists to the Centre for Study in Public Finance (CSPF) in its activities for furthering its aims and objectives.
3. Prepares case studies having importance in various aspects of the financial administration.
4. Conducts Seminars and Workshops in the relevant field of financial administration.
5. Lectures/Talks on various issues of financial administration concerning the government departments, Corporations, Boards and other Statutory Bodies are also organized.

Special Training Programme-cum-Examination for Punjab Mandi Board Employees(October 2011)
One-Week Special Training Programme-cum-Examination for Mandi Supervisors-cum-Fee Collectors of various Market Committees of Punjab, sponsored by Punjab Mandi Board.

One-Week Special Training Programme-cum-Examination on PFR, CSR, Establishment Rules and Mandi Board & Marketing Committee's Rules and Bye-laws for Mandi Supervisors-cum-Fee Collectors of Market Committees of Punjab, sponsored by Punjab Mandi Board was organized from August 8 to 12, 2011, in which twenty-two officials participated. Mandi Supervisors-cum-Fee Collectors are required to pass the departmental examination for further promotion.

Refresher Course for PSAS Officers on PFR, CSR, Budget and Accounts Matters

FMC organized a Refresher Course for PSAS Officers working in different departments on PFR, CSR, Budget and Accounts matters. The first programme was conducted from September 13 to 15, 2011, in which, 25 officers from the level of Section Officers to Deputy Controllers (F&A) participated.

The main objective of this training programme was to provide requisite updated knowledge regarding amendments in various rules and important insructions issued during the last decade, and their effect, in order to provide up to date knowledge to the officers of the field.

Training Programme on PFR, CSR and Establishment Rules

Compulsory Training Programme on PFR, CSR and Establishment Rules for Veterinary Officers of Animal Husbandry Department, Punjab.

One week Compulsory Training Programme on PFR, CSR and Establishment Rules for Veterinary Officers of Animal Husbandry Department, Punjab was conducted from September 19 to 23, 2011, in which 19 Veterinary officers participated. This training is compulsory for all Veterinary Officers for the grant of benefits under the ACP scheme. The objective of this training programme was to provide requisite updated knowledge in the field of financial and accounts matters, Civil Services Rules and establishment matters having financial implication so that the officers can perform their duties more efficiently. This will not only reduce the audit objections, but will also help prevention and detection of frauds, embezzlements, wrong and double payments.
