Objectives
1. Explore possibilities of setting up a
common cadre of Personnel
Management in the State on the pattern
of the Finance and Accounts and Legal
and Legislative Departments.
2. Draft rules/policies to liberalize incentives to motivate and improve performance of the employees.
3. Monitor, review and reframe the rules/instructions on personnel policies.
4. Study and review the procedure for obtaining advices by departments from the Personnel and Finance Departments.
5. Study and suggest the strategies for avoiding litigations in service matters.
6. Guide and assist the State Government on formulation of Personnel policies.
7. Organize training programmes on "Office Procedure & Management" including service and financial matters for the employees of State Government.
8. Formulate training policy on personnel matters for the State Government.

5. Prepare case Study of departments on litigation in service matters including the issues involved and remedial solutions.
6. Develop rules and procedures that curb corruption by various means including role of Vigilance Bureau.
7. Role of Performance Appraisal in APAR (Annual Performance Appraisal Report) for government employees.

Recent Activities
Conference of Core Committee of NGOs: A Milestone(January-February 2012)
A conference of the CPMVOs dynamic core group of NGOs was held at Jalandhar on
7 December, 2011 at the Regional Center of Mahatma Gandhi State Institute of Public
Administration. Welcoming the participants, Shri NK Arora said that this was a unique
coming together of diverse NGOs and it was heartening to see them all working towards
nation building.

The group discussed the objectives of CPMVO new concepts for effective Government NGO interface and spread of volunteerism in the state. The conferences began with a brainstorming session. Shri Surinder Saini of Jalandhar Welfare volunteered to spearhead the activities of CPMVO within the Jalandhar Division. It was decided that a coordination committee comprising of Shri Surinder Saini from Jalandhar, Shri Deepak Babbar from Amritsar and Shri Jaspal Gidda from Nawanshahar would look after the activities in Jalandhar Division to begin with. Dr. A S Nagpal and Shri Gursharan Jeet Singh from Patiala Division and Shri S K Bansal and Shri P C Kumar from Ferozepur Division similarly offered their services.
The NGOs even volunteered to document sectoral activities in the state viz health, environment, child welfare, rural development, youth development, etc. and become the arms of the Institute. Shri Pramod Sharma from "YUVSATTA" gave a presentation on training module for capacity building of NGOs and post deliberations, a committee of NGO representatives formed to assist in finalizing the module.

Training in Office Management
Efficiency in ministerial work with updated knowledge is the need of the hour in the State Government Departments and
PSUs.The training module of "Office Procedure & Management" for the employees of Punjab Government/PSUs to
provides them adequate knowledge and updates their skills. The Office Procedure & Management training was
organized for Punjab Government employees of Punjab Urban Development Authority (PUDA).

Office management training for clerk and assistants of various
government departments
The centre for personnel management is running training programme for "Office functioning and management". Since
2009, it has trained 637 employees of Government bodies and 100 employees of autonomous bodies. Thirty-seven
employees from various government departments were trained during the months of October and November, 2011.
Feedback of the clerks and assistants of various government departments
1. This training should be compulsory for
every government employee and period
should be increased atleast to one
month.
2. This training is very useful for the newcomers to work in government departments.
3. This training gave basic knowledge about the Government service and showed the path to a fair and honest service with an improvement in our attitude towards officers and colleagues.
4. It is useful for managing the office work. It is really appreciable step of government. The information regarding rules / instructions and office procedure are very important for the betterment of the work.
5.This training should be continued. It is a very good step to guide the staff of the government.
