Centre for Participatory Management & Voluntary Organisation (CPMVO)
Mission
To promote and strengthen the Government and Nongovernment organizations participation in getting the programs and policies of state and central government implemented effectively at grass root level and encouraging the spirit of volunteerism.
Objectives
1. To promote participatory management in Governance.
2. To accredit and recognize the NGOs in Punjab.
3. To provide forum for confederation of voluntary sector leadership
4. To develop professional growth of voluntary organizations
5. To survey, evaluate and document the activities of NGOs in Punjab
6. To facilitate mobilization of human and financial resources for NGOs
7. To facilitate and conduct capacity development programs for the voluntary sector personnel
8. To promote creation of NGOs in nontraditional areas
9. To design modules for participatory management in various spheres of governance
10.To collate and disseminate the achievements and success stories of the voluntary sector.
Spectrum of Activities
1. Orient and sensitize the government functionaries towards participatory management in public administration.
2. Equip functionaries of the Government and NGOs with participatory tools and skills.
3. Prepare department specific modules for participatory management.
4. Prepare operational manual for functional convergence between departments.
5. Motivate the civil society to shoulder new responsibilities of partnership in governance.
6. Evaluate the contemporary systems and processes of participatory governance.
7. Initiate research including action research and case studies.
8. Document and disseminate best practices for wider sharing.
9. Design programs for fund raising.
10.Design interactive event management systems.
11.Promote advocacy and networking.
Activities carried out so far
1. Meeting with Honorary Secretaries of District Red Cross Societies of Punjab.
2. District level conference on strengthening government -NGO interface Ludhiana and Moga.
3. Consultation meeting on Networking of NGOs as a tool of good governance.
4. Review meeting of NGOs on PRWSS project.
5. Workshop on NGO visioning and forward planning.
6. NGO Core Group Meeting.
7. Meeting of the Executive Committee of Association of NGO's at Patiala. Design interactive event management systems.
Recent Activities
Conference of Core Committee of NGOs: A Milestone(January-February 2012)
A conference of the CPMVOs dynamic core group of NGOs was held at Jalandhar on 7 December, 2011 at the Regional Center of Mahatma Gandhi State Institute of Public Administration. Welcoming the participants, Shri NK Arora said that this was a unique coming together of diverse NGOs and it was heartening to see them all working towards nation building.

The group discussed the objectives of CPMVO new concepts for effective Government NGO interface and spread of volunteerism in the state. The conferences began with a brainstorming session. Shri Surinder Saini of Jalandhar Welfare volunteered to spearhead the activities of CPMVO within the Jalandhar Division. It was decided that a coordination committee comprising of Shri Surinder Saini from Jalandhar, Shri Deepak Babbar from Amritsar and Shri Jaspal Gidda from Nawanshahar would look after the activities in Jalandhar Division to begin with. Dr. A S Nagpal and Shri Gursharan Jeet Singh from Patiala Division and Shri S K Bansal and Shri P C Kumar from Ferozepur Division similarly offered their services.

The NGOs even volunteered to document sectoral activities in the state viz health, environment, child welfare, rural development, youth development, etc. and become the arms of the Institute. Shri Pramod Sharma from “YUVSATTA” gave a presentation on training module for capacity building of NGOs and post deliberations, a committee of NGO representatives formed to assist in finalizing the module.

Reaching out through SDUs(October 2011)
People of Punjab have a rich legacy of service to community; however the good work done in the various fields through voluntary efforts of the people at the grass root level has neither been properly promoted nor adequately recognized. With a view to provide them a forum for expanding their functioning in the state and to promote GO-NGOs participation, the Centre for Par t icipator y Management & Voluntary Organization (CPMVO) has designed the concept of Sub Divisional Units (SDUs). The main objectives for developing these SDUs are: l ance the outreach of the Centre to the grass-roots level and confederate the voluntary efforts in the governance system. Creating IEC Volunteers’ brigade in all villages and urban wards We plan to train Information, Education and Communication (IEC) volunteers with an aim to eradicate ignorance among masses. IEC activities will be of paramount importance. In broader sense, it means propagation of social and moral values apart from addressing contemporary concerns and issues. Through the Sub Divisional Units, the IEC volunteers in villages and cities shall widely spread such information in the entire state. They will act as change agents. The SDUs will, hence, act as a performing arm of the CPMVO at the Sub Divisional Level; The main objectives for developing these SDUs are:

To translate into action the various imperatives of good governance with the feedback and participation of volunteer leaders of the civic society at the cutting edge and;

To organize, train and promote the voluntary sector leadership in social welfare and development
Creating IEC Volunteers’ brigade in all villages and urban wards
We plan to train Information, Education and Communication (IEC) volunteers with an aim to eradicate ignorance among masses. IEC activities will be of paramount importance. In broader sense, it means propagation of social and moral values apart from addressing contemporary concerns and issues. Through the Sub Divisional Units, the IEC volunteers in villages and cities shall widely spread such information in the entire state. They will act as change agents.
SDMs meeting organized at Patiala
CPMVO organized a meeting of SDMs of the Patiala Division on 19th September 2011 at Patiala to discuss the above mentioned concept thread-bare. The D.G. chaired the meeting alongwith Commissioner Patiala
Division and following actionable items emerged:
1. Identify trainers for training of trainers (TOT)
2. Finalize the list of topics for developing the training module from the detailed list of suggested topics.
3. Hold Training Needs Assessment by inviting some reputed NGOS.
4. Organise training of trainers programmes of identified and recommended potential trainers by the respective SDMs.
5. Plan and hold training of IEC volunteers (A work force ) at grassroot level through the trained trainers and enhance the outreach of CPMVO.
Action Plan
a) Commissioner Patiala will be initiating the launch of SDUs through the SDMs of the Patiala division by the first week of October 2011.
b) The regional and district centres of MGSIPAP will collaborate in the launching exercise in selected Sub Divisions so that other SDMs can replicate the same. CPMVO will facilitate the allotment of separate budget for launching the activity.
c) SDMs will launch the SDUs as per guidelines already issued.
