Centre for Skill Development Employment Generation and Skill Development
Mission
To give a fillip to the skill development and employment generation activities in the state by identifying the need for reforms in these sectors, capacity building and areas requiring further in-depth research, the Centre for Employment Generation and Skill Development has been set up with the approval of the then Chief Secretary, Shri R I Singh, in April, 2008.
Objectives
1. Developing effective monitoring mechanism and standards for skill development and accreditation of institutions involved in skill development.
2. Conduct evaluation of ongoing skill development programmes of the Central and State Governments and suggest improvements.
3. Organize state / regional level conferences/workshops on different aspects of skill development and employment generation.
4. Strive for special attention to women and people below poverty line in the skill development/modular skills development programmes and vocat ional guidance programme.
5. Strive for closer association of the industry in implementation of the Apprentice ship Act and modernization of employment exchanges.
6. Review of placement services through employment exchanges and the Compulsory Notification of Vacancies Act, 1959.
Activities carried out so far
1. Study of various skill development employment generation schemes of various departments.
2. Liaison and discussions with the officers of various departments and agencies concerned with skill development and employment generation.
3. Visit to ITIs and Centres of Excellence at Ludhiana, Gurdaspur and Jalandhar and discussions with the respective Principals.
4. Workshop on Critical Issues of Practical Significance of Skill Development/ Employment Generation.
5. Study of placements, vocational guidance, unemployment allowance, EMI return and other related issues of the employment exchange at Amritsar.
6. Presentat ion on 'Need for an Independent Skill Certification Agency' at Seminar on "Skill Development in Punjab" organised as a part of Seventh International Conference by IPCSI on January 23, 2010.
7. Training needs analysis of the Principals of ITIs.
Future Activities Planned
1. Training Programme on Soft Skills for Principals of ITIs.
2. T raining Programme on Of f ice M a n a g eme n t a n d F i n a n c i a l Management for Principals of ITIs.
3. Training Programme on Entrepreneurship for Principals of ITIs.
