Objectives
1. To build organizational and professional
capacity of representatives and
functionaries of PRIS
2. To sensitize Gram Sabha members to ensure transparency and accountability of Gram Panchayats
3. To study status of devolution of powers (Functions, Funds and Functionaries) to PRIs of Punjab State
4. To conduct department-specific Training Need Assessment (TNA) and prepare domain specific training modules & course material for training.
5. To render professional consultancy support to the PRIs, stakeholders and rural development department.
6. To Carry out administrative research and suggest reforms.

Spectrum of Activities

3. Conducting Training Programmes for Sarpanches, Panches, Representatives of Panchayat Samities and Zila Parishads.
4. Organizing Gram Sabha Meetings.
5. Organising conferences to discuss powers, functions and duties of elected representatives.
6. Identify, select and train willing representatives of PRIs as Potential Future Trainers.
7. Organizing Certificate Course for Sarpanches/Panches.

3. Conducting Training Programmes for Sarpanches, Panches, Representatives of Panchayat Samities and Zila Parishads.
4. Organizing Gram Sabha Meetings.

Activities carried out so far
1. Training needs Analysis: Seminars/
workshops and meetings were
held with representatives of PRIs, senior
officers of Rural Development and other
stakeholders to assess their training needs.
2. Selection and Training of Resource Persons: To meet the training needs of large number of public representatives and functionaries of PRIs, Resource Persons were selected and trained through Training of Trainers programmes.
3. Training Programme for Sarpanches and Panches: Training has been imparted to about 25,000 elected representatives and 600 Officials of Jalandhar, Ferozpur and Faridkot divisions.
4. Training Programme of Elected Representatives of Panchayat Samities: Training programmes have been organized for elected representatives of Panchayat Samities and officials of Rural Development and Panchayats Departments.
5. Training Programme for Elected Representatives of Zila Parishad: Training to elected representative of Zila Parishads was provided to enhance their capacity and develop knowledge, skills, attitude and commitment to provide services to the citizens.
6. Special Gram Sabha Meetings: Special Gram Sabha meetings were organised in selected villages (3 Villages/Block). During these meetings, importance of Gram Sabha, its powers and functions were discussed.

Recent Activities
Training to Panchayat Secretaries/VDOs (October 2011)
With an objective to provide intensive domain-specific and behavioral skills training to Panchayat Secretaries/ VDOs,
a three day training programme was conducted
by the Centre for Panchayati Raj Institutions
(CPRIs) at Gurdaspur in Jalandhar division from 3-5
October , 2011.
ADS Dhillon, Joint Director (Retd.) RDP, Shri Gurdeep Singh, DDPO (Retd.), Shri Pushpinder Pal Singh, Dr. Bhupinder Kaur Principal and Navdeep Singh, Lecturer were the faculty selected for training the Panchayat Secretaries/ VDOs.
The subjects covered during the training programme are as below :-
1. Importance of Gram Sabha, Meetings, Quorum and functions.
2. Gram Panchayat's Meetings, Quorum, Functions & Powers.
3. Perspective plan, budget, state and central sponsored development and social welfare schemes.
4. MGNREGA, Disaster Management, RTI and RTE.
5. Maintenance of Accounts, Audit, Financial and Taxation Powers, Standing committee of Gram Panchayat.
6. Maintenance of village common land.
7. Technical aspects of development schemes.
8. Devolution of powers.
9. Motivation, cooperation, problem solving, time management, team work, stress management and decision making were also discussed
On each day of the training groupwise interaction sessions were conducted to discuss different topics / case-studies. The participants termed the programme as very useful in the day-to-day functioning of Panchayati Raj Institutions.
Shri Shivdev Singh, ADC (D) interacted with the participants on the concluded day and appreciated the efforts of the Institute. The Cell for Panchayati Raj Institutions (CPRI) of the institute is very thankful to Sh. B.S. Multani IAS, Director, Sh. Shivdev Singh ADC(D) Gurdaspur, Sh. Satish Kumar DDPO, Sh. R.S. Mudhal DCEO (ZP) and others officer/ officials of the Rural Development & Panchayats Department who extended the full cooperation to make this programme a success.
