Activities carried out so far
A. Preparation of RFDs at State-level
1. Workshop for Punjab Government Officers - June 2010
2. Special session for Council of Ministers and Parliamentary Secretaries - June 2010.

8. Review of the targets of departmental RFDs by the ATF -May 2011. More than thirty departments presented their targets of RFDs for the year 2011-12.
B. Preparation of District Level RFDs
1. The Institute has been entrusted the task of per formance management and evaluation of all activities at district level through Results- Framework Document by the state Government namely.
2. The Institute arranged meetings of Commissioners of Jalandhar, Faridkot, Ferozepur, Ropar and also all Deputy Commissioners during July, 2011 to guide them on their role in preparing District- RFDs.
3. District RFDs will be reviewed by the Advisory Task Force and after scrutiny these will be submitted to High Powered Committee headed by the Chief Secretary to Government, Punjab, which will finalize and accept the RFDs.
4. District RFDs will focus on documents for the district concerned which will depict its vision, mission, objectives, functions and measures for the performance of districts against the agreed targets.
5. The model developed by the Institute has been commended at the national level. Some other states, notably Kerala, Karnataka and Himachal Pradesh, are studying Punjab's model district-RFD for adoption in their states.
6. Thus, not only RFD has taken stronger roots in departmental RFDs, Punjab State is fast emerging a torch-bearer to implement RFD bottom to top for better governance.
C. Roadmap for Future
The Division will conduct training of Nodal Officers of the Departments and the Districts from the year 2012-13 onwards. Thereafter RFDs will be prepared and presented to ATF which will carry out six monthly reviews. The report of annual achievements will be submitted by ATF to the High Powered Committee headed by Chief Secretary. The Chief Secretary will present the same to High Powered Committee headed by Hon'ble Chief Minister.

Recent Activities
Adoption of Paperless Management and Evaluation System
Performance Management Division (PMD) in the Institute
has established an arrangement of evaluation of
performance for the state government through a system
called Results FrameworkDocument (RFD). Scientific
evaluation of RFDs, and the consolidation of appraisal of
all departments of the government, requires effective use
of information technology.For this, all the officers concerned, especially Nodal
Officers, appointed by the departments for RFD work,
need to be proficient in the use of Management
Information Systems(MIS) and application of information
technology. During the year 2011-12, systematic training
was given to Nodal Officers for proper use of software
specially designed for the purpose.
The state government has assigned the role of adoption of information technology for performance management to a public sector enterprise, Punjab Infotech Limited. During the year 2011-12, PMD has completed its major task of training of functionaries of departments, especially Nodal Officers of the government to adopt the software and Management Information Systems, developed and designed specially for them.
The departments of the State Government are now in a position to submit the RFDs on the prescribed format electronically through PAWAN connectivity. Henceforth, they would be doing so. Similar training has been imparted to all Nodal Officers in the districts, for use in the preparation and evaluation of district RFDs. In respect of the financial year 2011-12 performance appraisal has been conducted by an Advisory Task Force of experts (ATF) with partial use of IT software. ATF has conducted objective analysis and comparative analysis of performance of the departments on the basis of the material furnished electronically and in hard copy. As many as 60 officials from the administrative departments and 30 officials from the districts have been provided extensive training in the months of January and February 2012. From the year 2012-13 information will be accepted and processed only in electronic form. The experiment with paper free management of Results Framework Document is an important part of the administrative reform process in the state.
