To promote probity ,
transparency and ethical
practices in governance in
the state through the
activities of research,
counseling, training and
IEC activities.
Objectives
1. To identify opaque areas of
administration of various departments
which breed corruption, arbitrariness and
non - accountability and non
performance.
2. To identify areas of collusive corruption.
3. To categorize departments in the background of 1 above to identify their modus operandi for corrupt practices.
4. To reverse the corrupt mind set- "High returns and low activity".
5. To carry out analytical studies and research activities to develop strategies to bring probity and transparency in governance.
6. To build capacity of beneficiaries (BPL families) to various social welfare and developmental schemes of the Government to resist corrupt practices.
7. To create a pool of resource persons and to foster NGOs for creating awareness against corruption.
8. To identify systemic and procedural deficiencies incurrent method of governance, administration of services and redressal of grievances systems.
9. To suggest changes in policy, procedures, rules and regulations for probity and transparency i n governance.

Spectrum of Activities

2. Holding conferences, seminars and workshops to meet the above objectives.
3. Develop question bank for exposing opaque areas of public administration.
4. Mass awareness campaigns and capacity building of stake-holders.
5. Study of rules, regulations, procedures, and instructions which are ambiguous and breed corruption, for bringing transparency.
6. Prepare case studies and create a database.
7. Assessment of impact of various judgments /court rulings and government instructions on corruption and transparency.

Activities carried out so far
1. Conducted a workshop of the Chief
Vigilance officers of differen t
departments to discuss and find solution
to problems faced in smooth discharge of
their duties as CVOs.
2. Organized seminars for training needs assessment for anti corruption agencies in the state with participation of senior officers from Police and Vigilance Bureau, Vigilance Department and District Attorneys.
3. Finalization of training module for IOs of Investigating Agencies in the State and identification of resource persons to impart training to the Ios.
4. Carried out department-wise discussions to study the procedures, rules, regulations and instructions, which are ambiguous and likely cause of corruption. So far, discussions have been carried out with the officers of Excise and Taxation, Revenue and PWD departments and requisite reports as outcome of these discussions are being finalized.
