Cell for Land Revenue Administration
Mission
To provide a forum for
suggestions to simplify and
improve the procedures
followed in land revenue
administration and
Revenue Courts. The Cell
also endeavours to find
ways for prompt and
people friendly land
revenue administration
and its public delivery
services.
Objectives
1. To provide forum for inter-action amongst
policy makers, experts in land revenue
administration and stake-holders.
2. To study important revenue laws by evaluating its use, abuse and other lacunae
3. To flag causes of litigation in land related matters in its various forms
4. To make the process/procedures of land revenue administration objective and transparent
5. To study and carry out research activities wi t h a v i ew t o impr o v e land administration and to make it people friendly
6. To train revenue officers and enhance their professional skills.

1. Organizing workshops, seminars and
conferences for in-service Revenue
Officers and on the other current issues of
land revenue administration
2. Implementation of Mentoring Scheme in the induction training programmes
3. Study the laws and its implementation by the Revenue Officers
4. Providing land revenue training to officers other than officers of the Department of Revenue viz Judicial Officers, Police Officers and other All India Service officers/other State Government Officers on their request
5. Preparation of Manual for training of IAS probationers and Mentoring Scheme
6. Suggestions for formulation of Result Framework Document (RFD) of Department of Revenue.

2. Workshop to make the procedure of appointment of village Lambardars objective and transparent . Recommendations made to the state government to amend the Punjab Land Revenue Rules.
3. Formulated the Mentoring Scheme and implemented it in all the Institutional Training Programmes of IAS probations as well as the other induction training programmes in the Institute.
4. Workshop for training needs analyses for Police Officers.

Recent Activities
Cell for Land Revenue Administration
In pursuance of the deliberations at Indira Grandhi National Forest Academy, Dehradun, Dr M.Sudhagar, Indian Forest
Service probationer, attached to the Institute by the Department of Forests, Punjab, joined here for training on the 27th
September,2011. Dr M.Sudhagar,IFS hails from Villupuram district in Tamilnadu and has done his Ph.D in Veterinary
Sciences (Poultry Science). Presently he is posted as Deputy D.F.O.,
Bathinda.
During the week long attachment, the Institute imparted him training in Land Revenue Administration which included Punjab Land Revenue Act,1887.revenue terminology, land acquisition, registration of documents, Public Premises and Land (Eviction and Rent Recovery)Act,1973 and Land Reforms Act,1972. It also included training in personnel management, Punjab Civil Services Rules and Financial Rules.
Taking keen interest in the training imparted in the Institute, the probationer suggested to add Right to Information Act, Right to Service Act and working knowledge of Punjabi language in the course contents as well.
Training feedback in the words of Dr. M. Sudhagar, IFS To most of the topics I was exposed for the first time and i hope it would be of immense help in my life long career. The one to one interaction between Mr. Jasbir Singh and me about Punjab civil service rules and accounting was lively and practical. The clarity and the maturity with which he explained the concepts of pay, leave and retirement rules showed his experience and the dedication to his field .I feel privileged to show my gratitude to Mr. M S Banwait, the beloved Course Director and faculty for revenue related topics. Sir relentlessly tried to make me understand a b o u t r e v e n u e terminologies which were new and difficult to me. His confidence was transferred to me through hi s strategic approach. His friendly approach and commitment towards trainees were good examples of an efficient administration. Finally I feel proud to express my gratitude to Mr. Srivastava, DG, MGSIPAP for his kind words, help and guidance. Overall the course and the trainers made a positive impact to my I.F.S Career and my department.
