Centre for Capacity Building in Poverty Reduction

INTRODUCTION

The Department of Personnel Training (DOPT) under the Ministry of Personnel , Public Grievances and Pensions (MOP) through the Training Division have entrusted the Capacity Building for Poverty Reduction Project (CBPR)  to the Institute’s Centre for Capacity Building in Poverty Reduction. The programme is supported through assistance from the Department for International Development (DFID).

OBJECTIVES

The objective of this project  is to build capacities at the individual, organisational and institutional level with a motive to improve the public service delivery system through research, development and training at cutting edge level. This programmatic approach will enable the institute in formulating a Module under the Project. This module should be replicable and transferable with a marginal changes, if required, to other areas across the State/States.

INSTITUTIONAL ARRANGEMENTS

The preparatory activities were started after the Project was accepted in February 2008.

Formation of Core Committee : The Committee was formulated with representation of resource persons and chaired by DG of MGSIPAP  in order to  design the programme and monitor the progress under the Project.

Formation of Project Committee : For smooth operationalising the Project, and to seek cooperation to work at grass root level the working Heads of the State Govt. Departments have been taken in the Project Committee to be followed by periodic meetings for regular review under the Project.

IDENTIFICATION OF  AREAS OF OPERATION FOR THE PROJECT

For the implementation of the Project,  Hoshiarpur – II Block of Hoshiarpur District has been selected to test the module, Ropar Block of Ropar District in addition to Hoshiarpur District will also be covered.

METHODOLOGY 

In each village of Hoshiarpur – II block the poor families will be contacted. A schedule to assess the potentials of these poor families will be filled in by expert investigators. The difficulties being faced by the poor vis-à-vis the Government Departments and  PRIs will also be identified.

Based on the potential of the poor families, the help will be provided to them to give proper direction to the available potential. The concerned Departments through the Deputy Commissioner of the District will be requested to help the poor families to overcome the difficulties being faced by them.

Each village will have a SHG on the poor families.  A hand holding cum poverty reduction committee will be formed at the cluster level ( of about 12 villages) to help the target families.

To build the Capacity of the departmental functionaries and the poor, a Multipurpose Research and Training Workshop will be organized for each cluster.

Based on the outcome of the exercise a Module will be developed which should be replicable within the State and also other States of the country.
