Introduction With a view to consider the recommendations of the Administrative Reforms Commission and to reorient, review, monitor the principles of good governance in the State Administration, the Mahatma Gandhi State Institute of Public Administration, Punjab (MGSIPAP) set up the Centre for Personnel Management since March 2009.
Objectives (a) Personnel Matters 1. To device the State Government for setting up a Common Cadre of Personnel Management on the analogy of the Department of Finance and Accounts and the Legal and Legislative further to induct the same in each Department of the State Government to streamline the Personnel Matters being dealt there.
2. The MGSIPAP shall endeavor to act as a Pilot Project Board to assist the Department of Personnel Punjab for streamlining and suggesting / assisting in different official aspects of the Personnel Management.
3. To conduct research on Innovation and Appraisal System linked with incentives.

To device draft rules / policies to liberalize incentives to attract and motivate the employees. 5.
To scrutinize and reshape the rules / instructions on personnel policies and upload on the Internet with an efficient research engine. 6.
Analysis of litigation between government & public and
government & employees in order to find out where the fault lies-
whether in the statue or in its implementation and observance. 7.
To scrutinize and review the procedure for obtaining advices by Departments from the Personnel and Finance Departments. 8.
To research and recommend to the State Government to formulate the mechanism for avoiding litigations on service matters. 8.
To research for Ethics in Governance. (b)Training 1. To conduct training programmes for the employees of State Government / PSUs on “Office Procedure & Management” including Service and Financial Matters.
2. To merge the Staff Training Institute located in Mini Secretariat Building, Sector 9, Chandigarh in MGSIPAP and to impart training to the employees with modern research and computerization techniques.
3. Course material is supplied to each of the participant as a guard file.

Such guard file must be on the table of each officer. Action Plan (i) To accumulate functional problems of Government Departments through employees as Resource Persons be way of participation in workshop of this Centre. (ii) To conduct research for remedial solutions through expertise opinions of experienced persons happen as remained attached with Personnel Matters. (iii) To devise and draw out areas of core applications and syllabus for training & guidance. (iv) To impart training to the officers / officials of Government Departments through designed syllabus. (v) To declare the standards for capacity built up of each trainee through certification. (vi) Proposal to extent to programmes at more District Headquarters alongwith Personnel Matters including service matters. (vii) To prepare teams of Trainers for imparting induction and in-service trainings to the State Government employees at Headquarter and the field. Achievements The Centre has organized workshops and conferences to accumulate the functional problems and difficulties on personnel matters in Government Departments and to research for remedial solutions through expertise and experienced faculty. This Centre has undertaken the following matters: - (i) Innovation Appraisal linked with incentives scheme. (ii) Research to reduce litigations on service matters. (v) Government Consultations with the PPSC. (vi) Training policy and action plan for all employees of the State Government. ((iv) At District levels namely, Bathinda, Faridkot, Ferozpur, Hoshiarpur, Kapurthala, Amritsar, Gurdaspur & Jalandhar Training Programmes were conducted on Punjab Civil Services (Punishment & Appeal) Rules 1970. |
